Project Timing
Step 1: Application
- A construction plan set is submitted by the developer for EDU and project impact assessment.
- Equivalent Dwelling Unit (EDU) assessment is performed to evaluate project’s impact on utility’s infrastructure. EDU calculations are regulated by the IURC available in the HSE Tariff.
- Preliminary plan review fees (PPR fees) are due before project review begins. PPR fees are calculated based on the earlier determined EDU assessment. This can be found in the current tariff. PPR Fees include 3 reviews from Utility’s engineer (SAMCO). Any further review will be billed hourly at an additional charge.
Step 2: Review
- Plan sets are reviewed by utility engineer (SAMCO) to ensure all specs, standards, rules, and regulations are upheld. With each plan review, a comment letter of items to be addressed is shared with developer’s engineer.
- As stated in the application section, PPR Fees include 3 reviews from Utility’s engineer (SAMCO). Any further review will be billed hourly at an additional charge.
Step 3: Approval
Before approval for construction the following items must be completed:
- SDC Fees (System Development Fees) have been collected. SDC charges are project specific and are calculated by our Tariff.
- Sanitary sewer service contract is completed, returned, and recorded
- Deed of ownership is recorded and supplied to the Utility.
- All offsite easements are recorded and supplied to the Utility
- All IDEM approvals are completed and supplied to the utility.
Step 4: Beginning Mainline Construction
- Before construction begins, a Pre-Construction (Precon) meeting is required between the developer, approved mainline contractor, and the Utility (See Approved Mainline Contractors).
- Utility engineer (SAMCO) will provide mandatory inspection services to ensure compliance with all applicable specs and standards. Construction cannot occur without a Utility inspector present.
Step 5: Mainline Construction Completion
- Mainline Construction is considered completed when the following requirements are met:
- All infrastructure testing completed and passed (See Specs)
- Final surveyed As-built is created
- Plan and profile are redlined
- Digital As-built information submitted via CAD or GIS file
- CSC (Certificate of Substantial Completion) / Inventory form is completed and returned to the Utility
- AIA Form completed and returned to Utility
Step 6: Home Construction
- Once project construction is completed, Plot plans are submitted to Utility Engineer (SAMCO) for review and approved once all requirements are met.
- Approved lateral contractor must set an appointment with Utility Engineer a minimum of 3 days prior to building / lot connection (See Approved Lateral Contractors).
- Developer retains ownership of connected facility until the Utility is otherwise notified. The Utility will begin to bill for regular sewer services 90 days after the sewer permit is issued or effective the date lateral connection is made, whichever date occurs first. Utility will continue to bill the developer until there is a transfer of ownership and the Utility is notified. To ease individual payments of each developer owned lots, HSE has implemented a Developer Reconciliation Program that will allow any number of accounts to be paid with a single check after being furnished a summarized and itemized monthly billing statement. Step 7: Conveyance
- All infrastructure must pass punch and mainline video inspections
- All documentation listed above in section 5 must be completed and returned
